Spotlight on Risk Management Services’ Board Members
SCMIRF Board Member Dalton Pierce
Elected in 2025, Dalton Pierce has served on the SC Municipal Insurance and Risk Financing Fund board for six months. He has been the city manager for the City of York since January 2023. Prior to this employment with the City of York, he served as town administrator for the Town of Blacksburg from 2020 to 2022, engineering technician and contract/bonds administrator for the Town of Indian Trail, North Carolina, from 2016 to 2020, and as GIS technician and surveying roles for Mooresville, North Carolina, and Geomatic Concepts from 2015 – 2016.
Pierce earned a Bachelor of Arts in political science with a concentration in public administration, and a minor in business administration from Catawba College, a Master of Public Administration with a concentration in public management from Valdosta State University and a Doctor of Public Administration — all but dissertation — from Valdosta State University.
He currently serves as a member of the International City/County Management Association, South Carolina City & County Management Association, the Society of Collegiate Leadership & Achievement and the Yorkville Agriculture & Education Society.
In his spare time, he enjoys volunteering in the community, public speaking, playing golf and spending time with his family.
SCMIT Board Member Shane Sligh
Elected in 2026, Shane Sligh recently joined the SC Municipal Insurance Trust board. He has been the town administrator for the Town of Pageland since October 2021. He had previously served as the assistant town administrator from March to October 2021. Sligh has also served as a reserve police officer since 2004. Prior to his employment with the Town of Pageland, he was an accountant at Marvin Weaver, CPA, from 2014 to 2016, GIS coordinator/911 dispatch for Marlboro County from 2006 to 2019 and public safety IT/GIS at Scotland County government, North Carolina, from 2019 to 2021.
He earned an Associate of Science, bachelor’s degree in business administration with a concentration in accounting and a Master of Business Administration from Limestone College.
He currently serves as treasurer of the South Carolina Emergency Management Association, member of Marlboro Masonic Lodge and member of Christ Church of Bennettsville.
In his spare time, he enjoys traveling, boating, and serving as a reserve police officer.
