Work Experience: Prior experience as a claims adjuster for the State Accident Fund and a workforce absence representative at Sedgwick.

2023 Risk Management Institute Graduates 

The Risk Management Institute, a program of the SC Municipal Insurance Trust and SC Municipal Insurance and Risk Financing Fund, graduated seven municipal officials during the Risk Management Services Annual Members Meeting on November 9 in Columbia.

The new Risk Management Institute graduates are Casey McGlumphy, municipal clerk, City of Tega Cay; Jennifer H. Edwards, human resources director, Town of Winnsboro; Sandra H. Woods, human resources specialist, City of Fountain Inn; Catrina Woodruff, assistant city administrator, City of Greer; Katherine Welch, risk management coordinator, Town of Fort Mill; Wynette DeGroot, senior HR generalist, City of Goose Creek; and Jana Boice, HR director/risk manager, City of Newberry (not pictured). 

There is no fee for members to participate in the institute. Apply online on the Municipal Association’s website. 

 
2023 Risk Management Services Awards 

Each year, the SC Municipal Insurance Trust and SC Municipal Insurance and Risk Financing Fund board of trustees recognize members who have reduced their total costs and kept employees safe while delivering better public services. 
 
Award winners are determined based on the municipality's loss experience for the current year and the previous three years. There are three population divisions, with one winner in each division. Six cities received recognition at the 2023 Risk Management Services Annual Members Meeting. The award winners received a plaque and a $2,500 monetary award.

2024 Risk Management Services Grants 

The Risk Management Services programs have a long-standing history of offering grants to fund essential risk reduction initiatives. 

The grant programs operate on a first-come, first-served reimbursement basis. After completing the required application process, members can request reimbursement for up to 50% of the cost for allowable equipment purchases.  

Requests are limited to $2,000 per member per year for the Law Enforcement Officer Safety Grant. The Fire Service Grant, Public Works Safety Grant, Law Enforcement Liability Reduction Grant and Public Works Property and Liability Reduction Grant requests are limited to $4,000 per member. 

The grant application will open February 1, 2024, with disbursements beginning March 7, 2024.

Risk Management Services Board Changes 

The SC Municipal Insurance Trust has bid farewell to Caitlin Young, assistant city manager for the City of Camden. Young served as a member of the SCMIT board for eight years.  

The SC Municipal Insurance and Risk Financing Fund has bid farewell to Julie Wilkie, city manager for the City of Greenwood. Wilkie served as a member of the SCMIRF board for seven years.  

"SCMIT and SCMIRF extend their gratitude to Caitlin and Julie for their years of service," said Director of Risk Management Services Heather Ricard. "Their insight and leadership will be missed." 

The SCMIT board has welcomed Janet Bethea, finance director/treasurer/HR director for the City of Dillon, to the board. 

The SCMIRF board has also welcomed Rob Wolfe, town manager for the Town of Cheraw, to the board.  

 

 

 

Spotlight on Risk Management Services’ Board Members  

SCMIRF Board Member Andrew Strickland 

Andrew Strickland

Elected in 2021, Andrew Strickland has served on the SC Municipal Insurance and Risk Financing Fund board for two years. He has been the assistant city manager for the City of Anderson since 2019. Strickland obtained his Master of City and Planning from Clemson University 

He is a member of the American Institute of Certified Planners, American Planning Association and International City/County Management Association. In his spare time, he plays golf, travels and works in his yard. 

SCMIT Board Member Allison (Alli) Gantte

Alli Gantte

Elected in 2023, Allison (Alli) Gantte has served on the SC Municipal Insurance Trust board for one year. She has been the assistant city administrator for the City of Clemson since 2021. She previously served as the town administrator for the Town of Pacolet. 

Gantte obtained a bachelor's degree in business administration, specializing in public administration, from the University of Tennessee and a Master of Public Administration with a concentration in local government management from East Tennessee State University. 

She is a member of the SC City and County Management Association, International City and County Management Association, and International Town and Gown Association. She is a 2023 graduate of Leadership South Carolina. She is also a member of the International City/County Association’s Assistant City/County Administrative Officer Committee. In her spare time, she enjoys cheering on the Tennessee Volunteers, loving on her fur babies and traveling.
