Tchnavia Davis Joins Risk Management Services as SCMIRF Claims Adjuster

Work Experience: Has over 18 years in the insurance industry working with BlueCross BlueShield, Instil Health and Allstate. Most recently, worked as a casualty and liability claims adjuster at Allstate and administrative assistant at the Municipal Association of SC.

Hometown: Columbia, SC. 

Education: Bachelor's degree in psychology with a minor in education.

Professional designation: Licensed insurance producer and claims adjuster.

Hobbies: Listening to audio books, planning events and working at concerts and football games.

Stacy Lee Joins Risk Management Services as SCMIRF Senior Claims Adjuster

Work Experience: Has over 23 years of insurance experience as a claims adjuster and manager at SC Farm Bureau Insurance, Progressive Insurance and Travelers Insurance. Most recently, worked as a litigation supervisor at Seibels for the past five years. 

Hometown: Olanta, South Carolina. 

Education: Bachelor's degree from Francis Marion University with a major in biology and minor in history.

Hobbies: Spending time with family, camping and Clemson football (Go Tigers!).

SCMIRF Board Member Allison Harvey


SCMIRF Board Member Allison Harvey

Elected in 2019, Allison Harvey has served on the SC Municipal Insurance and Risk Financing Fund board for the past three years. She previously served two terms on the SC Municipal Insurance Trust board from 2011 to 2016. She has been the town administrator for the Town of Clover since 2006. Before her time in Clover, Harvey was the town administrator for Kiawah Island from 1997 to 2006 and special projects coordinator for the City of Orangeburg.

Harvey obtained a bachelor's degree in political science and a Master of Public Administration from the University of South Carolina. She is a member of the Rotary Club, SC City and County Management Association, Palmetto Pride and Clover Leaders for Educational Advancement Foundation. In her spare time, she likes running, "race-cations" and gardening.

SCMIT Board Member Caitlin Young


SCMIT Board Member Caitlin Young

Elected in 2015, Caitlin Young has served on the SC Municipal Insurance Trust board for the past seven years. She has been the assistant city manager for the City of Camden since 2015. Previously, she was the assistant to the city manager from 2011 to 2015.  She also completed an internship with the City of Columbia.

Young obtained a bachelor's degree in public administration and political science from Elon University and a Master of Public Administration from the University of South Carolina. She is a member of SC City and County Management Association, International City/County Management Association, Camden Junior Welfare League and former board member of the United Way of Kershaw County. In her spare time, she likes to spend time with family and keep up with her two children.

2022 Risk Management Institute Graduates

The Risk Management Institute, a program of the SC Municipal Insurance Trust and SC Municipal Insurance and Risk Financing Fund, graduated four municipal officials during the Risk Management Services Annual Members Meeting on November 10 in Columbia.

The new Risk Management Institute graduates are Amber Matthews, procurement and risk manager, City of Hartsville; Ryan J. Thomas, assistant city manager, City of Greenwood; Pamela T. Otto, human resources manager, Town of Sullivan's Island; and Randall S. Osterman, city manager, City of Florence.

There is no fee for members to participate in the institute. Register online at the Municipal Association's website.

2022 Risk Management Services Awards

Each year, the SC Municipal Insurance Trust and SC Municipal Insurance and Risk Financing Fund board of trustees recognize members who have reduced their total costs and kept employees safe while delivering better public services.

Award winners are determined based on the municipality's loss experience for the current year and the previous three years. There are three population divisions, with one winner in each division. Six cities received recognition at the 2022 Risk Management Services Annual Members Meeting. The award winners received a plaque and a $2,500 monetary award.

2023 Risk Management Services Grants

The Risk Management Services programs have a long-standing history of offering grants to fund essential risk reduction initiatives.

The grant programs operate on a first-come, first-served reimbursement basis. After completing the required application process, members can request reimbursement for up to 50% of the cost for allowable equipment purchases.

Request are limited to $2,000 per member per year for the Law Enforcement Officer Safety Grant. The Fire Service Grant, Public Works Safety Grant, Law Enforcement Liability Reduction Grant and Public Works Property and Liability Reduction Grant requests are limited to $4,000 per member.

The grant process will open February 1, 2023.

Risk Management Services Board Changes

The SC Municipal Insurance Trust has bid farewell to Phillip Mishoe, town administrator for the Town of Central; and Iris Hill, town administrator for the Town of Edisto Beach. Mishoe and Hill both served as members of the SCMIT board for six years.

The SC Municipal Insurance and Risk Financing Fund has bid farewell to Natalie Zeigler, city administrator for the City of Goose Creek. Zeigler served as a member of the SCMIRF board for eight years.

"SCMIT and SCMIRF extend their gratitude to Phillip, Iris and Natalie for their years of service," said Director of Risk Management Services Heather Ricard. "Their insight and leadership will be missed."

The SCMIT board has welcomed Mark Aakhus, assistant administrator for the Town of Edisto Beach; and Allison Gantte, assistant administrator for the City of Clemson, to the board.

The SCMIRF board has also welcomed Neil Parsons, director of administrative services for the City of Hardeeville, to the board.
