Business License Official , Town of Lyman
Serves as the primary employee responsible for administration of the Town’s business license program under the supervision of the Town Clerk. Business license revenue is the Town’s second-largest revenue source. Processes new and renewal licenses; reviews classifications, gross receipts, fees and penalties; maintains and reconciles accounts and collections; and ensures accurate administration and documentation of business license revenue.
Proactively researches business activity to identify unlicensed, delinquent, underreported or overlooked businesses and revenue. Conducts audits and reviews business records, contracts, gross receipts and other information to verify licensing requirements and amounts due. Coordinates collection and compliance efforts and works closely with Planning and Zoning, Code Enforcement and the Town’s third-party building inspection provider.
Provides professional assistance to businesses, contractors, residents and the public. Shares responsibility with administrative staff for Town Hall front-office and telephone coverage and general customer service. Maintains current knowledge of South Carolina business licensing requirements; utilizes MASC and SC Business Licensing Officials Association resources; attends applicable training; and seeks guidance when interpretation of law or ordinance is needed.
High school diploma or equivalent required. Valid driver’s license and acceptable driving record required. Experience in business licensing, revenue collection, tax administration, auditing, code compliance, permitting, regulatory enforcement, customer service, or a closely related field required. An equivalent combination of education, training, and experience may be considered.
Must demonstrate the ability to perform mathematical calculations, maintain accurate financial and administrative records, conduct research, and effectively use computerized systems. Preferred experience includes business licensing, tax or revenue collection, auditing, code enforcement, permitting, regulatory compliance, or work in a municipal or governmental environment.
Preferred qualifications include experience with licensing, permitting, financial, records-management, or online payment systems; knowledge of NAICS classifications and municipal business license practices; and experience with field investigations, business audits, compliance research, or revenue discovery. ABL, MBL, or other applicable business licensing certification is preferred but not required at hire.
