Job Duties

1. Executive leadership & operations Serve as chief administrative officer for the City of Landrum, directing all municipal departments—Administration, Finance, Police, Public Works, Planning & Zoning, and Municipal Court—and implementing City Council policy. Oversee day-to-day operations, personnel, and service delivery for a workforce of approximately 25, reporting to the Mayor and six-member City Council.

2. Financial & budget management Prepare and administer the City's annual budget of approximately $4.0 million across all funds, certify the municipal millage, and serve as chief financial officer. Established fiscal policies and internal controls, a monthly financial-review process, and the City's first formal Capital Improvements Plan, while securing grants and intergovernmental partnerships (ARC, Spartanburg County, State) to extend limited resources.

3. Strategic initiatives & modernization Lead major City initiatives including the Saluda Grade Rail-to-Trail, the Trailside Downtown Master Plan, a full update of the Comprehensive Plan, and a complete rewrite of the City Code and Zoning Ordinances. Modernized operations through a new IT services agreement, court records system, updated personnel policies, and standard operating procedures—building durable systems and a leadership succession plan.

Qualifications

Required • Bachelor’s degree in Public Administration, Business Administration, Political Science, or a closely related field is preferred, however an extensive combination of relevant education and experience will be considered in lieu of a formal degree • Progressively responsible local government or comparable management experience, including supervision, budgeting, and operations • Working knowledge of municipal finance and budgeting, and South Carolina local government practice (or the ability to acquire it quickly) • Valid driver’s license

Preferred • Master’s degree (MPA or related) • ICMA Credentialed Manager (ICMA-CM), or a commitment to pursue credentialing • Experience in a council form / council-manager government and in small-city management • Background in downtown and economic development, grants, and capital projects; South Carolina municipal experience

Pay Info
Recruiting Range of $95,000.00-$125,000.00
