Job Duties

The Town of Chapin, SC is seeking a highly qualified and experienced leader for the position of Director of Utilities and Public Works. This is a key department head role responsible for overseeing the Town’s water and sewer utilities (serving more than 6,900 customers) as well as public works operations.

The Director of Utilities and Public Works plans, organizes, directs, and coordinates all activities of the Public Works and Utilities Department. This includes the construction, operation, maintenance, and repair of the Town’s water distribution, wastewater collection, and treatment systems, as well as facilities, and related public infrastructure. The Director ensures reliable, cost-effective, and regulatory-compliant services while supporting the Town’s strategic goals. The role requires strong leadership, technical expertise, and collaboration with Town leadership, staff, contractors, strategic goals.

• Direct all departmental operations, including water and sewer system maintenance, emergency response (24/7 availability for breaks, backups, etc.), capital improvement projects, and public works activities (e.g., streets, grounds, and facilities).

Qualifications

• Bachelor’s degree in Civil Engineering, Public Administration, Environmental Science, or a closely related field (Master’s degree preferred). • Minimum of 5–7 years of progressively responsible experience in public works or utilities operations, including at least 3 years in a supervisory or managerial capacity. • Experience in a municipal government setting and knowledge of South Carolina-specific regulations (e.g., SCDES water/wastewater requirements) is highly preferred.

• Thorough knowledge of water and wastewater utility operations, public works maintenance, and infrastructure construction. • Strong leadership, budget management, and personnel supervision skills. • Excellent communication, problem-solving, and customer service abilities.

Pay Info
