New Leadership, Same Commitment: Naomi Reed Takes the Helm at Risk Management Services
When Naomi Reed talks about local government, there’s a spark in her voice. She’s no stranger to the complexities of municipal operations — having served as both a finance director and an assistant city administrator, Reed has spent her career navigating budgets, managing teams, and tackling the unique challenges of growing communities.
Her path to becoming the new director of Risk Management Services for the Municipal Association of South Carolina is rooted in nearly 20 years of experience and purpose. The last two years, Reed served as the Association’s Field Services manager covering the Upstate region. In her role, she worked alongside more than 90 municipalities, helping leaders solve problems, set goals, and create stronger, more resilient communities. Prior to that, she served as the assistant city administrator in Fountain Inn, SC.
“I’ve seen firsthand the dedication it takes to lead at the local level,” she said. “I also understand how unpredictable local government can be, whether financial, operational, or environmental.”
Reed steps into her new role with deep gratitude for the foundation laid by outgoing Director Heather Ricard, CPA and the Risk Management Services staff.
“This is a team that has built something remarkable,” Reed noted. “The programs are trusted by our members because of the hard work and vision of those who came before me. My focus is to honor that legacy while preparing for what’s next.”
And what’s next? Reed is passionate about people, innovation, collaboration and safety. Her goals include strengthening member engagement, investing in new risk management tools, and developing resources that help cities and towns prevent losses before they occur.
“Our members are dealing with rising costs, emerging risks like cybersecurity and the ongoing challenges of running safe and thriving communities and organizations,” she explained.
Outside of work, Reed loves tending to her plants and spending time with family. She is excited to meet members, hear their stories, and continue to be their partner in risk management.
“I’m honored to lead this team into the future and grateful for the trust our members place in us every day,” she said.
Kenneth Davis Joins Risk Management Services as Loss Control Consultant
Work Experience: Davis has over 34 years of experience in law enforcement and emergency management. He also has six years of claims experience.
Hometown: Myrtle Beach, SC
Education: He received a bachelor’s degree from The Citadel, a master’s degree in criminal justice from the University of South Carolina and a Ph.D. in public safety from Capella University.
Hobbies: He enjoys watching Hallmark Christmas movies, traveling and grilling.
