Job Duties

Plan, lead, and direct all personnel and operations of the Public Utilities Department. The Public Utilities Department is comprised of Electric, Water Distribution and Wastewater Collection, Water Treatment Plant, Wastewater Treatment Plant, and Sanitation. The leader will manage, plan, and direct all activities, operations, and personnel of the Public Utilities Department which involves instructing, assigning, reviewing, and planning the work of others, coordinating activities, and maintaining standards for all operations under the purview of the Director.

Coordinates and lead the maintenance, engineering, upgrading and construction of the electrical distribution system, water and wastewater plants, and water distribution and wastewater collection systems. Develop and implement all operational rules, regulations, work methods, and procedures and review the work efforts of staff members to ensure compliance. Formulate and enforce all departmental rules and procedural regulations regarding safe working conditions. Allocate personnel, act on employee issues, hire and retain staff, and recommend transfers and promotions. Manage all incident reviews.

Maintains the departmental budget and monitors expenditures. Review of engineering documents with developers and contractors and the timely and appropriate response to incidents and citizen inquiries and complaints. Attend DHEC inspections and assist the Pretreatment Coordinator and provide ongoing engineering guidance. Receive, prepare, review, and submit reports and records including lab reports, time sheets, purchase requisitions, technical reports, meter readings, balance sheets, blueprints, construction permits, warehouse inventory, performance evaluations, flow charts, and diagrams.

Qualifications

Minimum requirements include a bachelor’s degree, a master’s degree and Professional Engineering License preferred, in engineering or a closely related field and at least ten years of public utilities experience, at least five years in an administrative capacity. An equivalent combination of education and experience will be considered.

A valid South Carolina Driver’s License or the ability to obtain within 60 days of relocation is required.

The successful candidate will be required to live in an area served by the City of Camden Electric.

Pay Info
The hiring range for the Public Utilities Director is $120,000 to $140,000, depending on experience and qualifications. The City provides a competitive state benefits package including health, dental, and vision insurance, short-term disability, South Carolina Retirement System (SCRS), a take-home vehicle, and a phone stipend. The City observes 12 holidays and accrues for sick and annual leave.
