Job Duties

The Superintendent of Water and Sewer Utility oversees the daily operations, maintenance, and administration of the municipal water distribution and sewer collection systems. This position ensures regulatory compliance, operational efficiency, and the provision of safe and reliable water and wastewater services to the community. The Superintendent supervises personnel, manages budgets, and coordinates with other departments and regulatory agencies

• Supervise and direct water distribution and sewer collection system operations, maintenance, and repairs. • Ensure compliance with local, state, and federal regulations, including EPA and state standards. • Develop, implement, and enforce policies and procedures for water and sewer utility operations. • Monitor system performance, analyze data, and recommend improvements. • Prepare and manage budgets, track expenditures, and oversee procurement of materials and equipment. • Supervise, train, and evaluate utility staff, ensuring compliance with safety and operational standards.

• Respond to emergencies such as water main breaks, sewer backups, and other system failures. • Coordinate with engineers, contractors, and city officials on infrastructure projects and system upgrades. • Maintain accurate records and prepare reports on system performance, maintenance activities, and regulatory compliance. • Attend city meetings and represent the department as needed. • May require on-call availability for emergency response.

Qualifications

• High school diploma or equivalent required; Associate’s or Bachelor’s degree in engineering, environmental science, or a related field preferred. • Minimum of five (5) years of experience in water and sewer utility operations, with at least three (3) years in a supervisory role. • Experience with regulatory compliance and reporting. Licenses and Certifications: • Water Distribution (A) and Sewer Collections (A) Certification required or ability to obtain within one (1) year from date of hire.

• Backflow/Cross Connection Certification or ability to obtain within six (6) months of hire. • Valid driver’s license with a clean driving record. • Additional certifications as required by local or state regulations. Knowledge, Skills, and Abilities: • In-depth knowledge of water distribution and sewer collection systems, maintenance, and operations. • Familiarity with applicable regulatory requirements and industry best practices.

• Strong leadership, organizational, and problem-solving skills. • Ability to read and interpret technical drawings, plans, and specifications. • Proficiency in using computer software for recordkeeping, budgeting, and reporting. • Excellent communication and interpersonal skills.
