Job Duties

The Town Administrator serves as the chief administrative officer for the Town of Swansea, providing day-to-day operational leadership and personnel management under the executive direction of the Mayor and Town Council. Serving a close-knit community of approximately 800 residents, this professional role ensures high-quality local service delivery, strict budget oversight, and efficient policy execution. A primary, immediate objective for the incoming Administrator is directing the structural, regulatory, and recruiting initiatives to hire a Police Chief and re-activate the police department

Essential Duties & Responsibilities • Departmental Oversight: Manages operations of all town staff, enforcing personnel policies, evaluating performance, and resolving workplace issues. • Police Department Re-Activation: Leads the legal compliance coordination, policy structuring, and recruitment framework required to hire a qualified Police Chief and re-establish local law enforcement. • Financial Management & Budgeting: Partners with the Clerk/Treasurer to draft, monitor, and execute the town’s annual fiscal budget. Monitors expenditures and identifies cost-saving operational efficiencies

• Council Support: Attends all regular and special Town Council meetings. Coordinates administrative agendas alongside the Town Clerk, delivers objective operational reports, and executes passed ordinances. • Community & Public Relations: Serves as an accessible, professional point of contact for Swansea residents regarding sanitation billing inquiries, maintenance requests, and general municipal concerns. • Grant Management: Researches and administers state or federal grants via organizations available to the Town.

Qualifications

Education & Experience Requirements: o Graduation from an accredited four-year college or university with a Bachelor's degree in Public Administration, Business Management, Political Science, or a closely related field; OR o Equivalency Substitution: A minimum of 5 or more years of progressively responsible experience as a municipal administrator, assistant administrator, or senior local government supervisor will be considered accepted in lieu of a formal degree.

Key Skills: o Foundational knowledge of South Carolina municipal law, public budgeting, and personnel management. o Familiarity with South Carolina Criminal Justice Academy (SCCJA) requirements or law enforcement hiring processes is highly preferred. o Diplomatic, clear communication style well-suited for small-town community engagement. Special Requirements: Must possess a valid South Carolina driver’s license. Must pass a comprehensive background check and pre-employment drug screening.

Pay Info
Reports To: Mayor and Town Council
Hours: Part-Time (24 hours per week); potential to transition to Full-Time based on town growth, performance, and budgetary availability.
Salary/Pay: $60,000 per year
Status: Exempt / Part-Time
