Job Duties

JOB SUMMARY The Project Engineer is a responsible for overseeing design, construction, and management of land development and capital improvement projects as well as performing technical reviews for public and private sector land development projects.

ESSENTIAL JOB FUNCTIONS: Conduct independent reviews of land development plans and stormwater drainage reports. Administer the application of stormwater regulations and the enforcement of land development standards. Analyze and assess stormwater calculations, which requires an understanding in modeling hydraulic and hydrology computer programs. Assist, when needed, with field review of projects to ensure compliance to approved plans, codes, ordinances and specifications. Attend town, staff and community meetings. Coordinate public information meetings for Town projects.

Qualifications

Development Review Team (DRT) specific essential job functions: Ensure DRT technical review process remains efficient. Conduct technical stormwater hydraulic and hydrology reviews to ensure compliance with local, state and federal Land Development, Zoning and Stormwater Regulations. Supervise the Development Services Coordinator for DRT and assists with functions of the coordinator as needed. Facilitate and advance implementation of environmental best practices as well as low impact development practices during project and development reviews

Capital Improvement Program (CIP) specific essential job functions: Oversee planning, design engineering, bidding and construction management of stormwater Capital Improvement Program projects. Manage and direct consultants to ensure contractual obligations are met and that project efforts are an efficient and effective use of public funds. Prepare proposal documents for engineering contractual services. Coordinate stormwater projects and other projects with federal, state, regional and county agencies. Prepare studies, develop cost estimates and research assigned projects.

MINIMUM REQUIREMENTS TO PERFORM WORK: Bachelor’s degree in Civil or Environmental Engineering with four (4) to six (6) years of engineering design experience; Or equivalent combination of education and experience; Engineer in Training (EIT) Certificate required, with attainment of a South Carolina Professional Engineering (PE) License within two (2) years of hiring; and Valid South Carolina driver’s license.
