Job Duties

Performs post-construction best management practice (BMP) inspections of all residential and commercial stormwater management systems—such as retention ponds, bioretention cells, and permeable pavement— to verify maintenance and proper functioning; generates inspection reports; communicates results including any issues and proposed recommendations; and ensures compliance with NPDES and MS4 performance standards. Responds to citizen inquiries; participates in the Town’s escalating enforcement process for stormwater regulations; builds and maintains a database of BMPs.

Site Inspections: Conduct routine and follow-up inspections of permanent stormwater control measures (e.g., wet/dry ponds, swales, wetlands) to ensure compliance with approved plans. Compliance Monitoring: Verify that BMPs are functioning according to specifications and check for structural integrity, excessive sediment accumulation, or failing vegetation. Reporting: Generate detailed inspection reports, documenting findings with photos and checklists for local, state, or federal review.

Maintenance Coordination: Issue corrective action requests to property owners for required maintenance or repairs, such as removing debris or dredging sediment. Enforcement & Education: Provide technical guidance to developers and property owners, issue notices of violation for non-compliance, and assist with enforcement actions. Illicit Discharge Detection: Inspect for improper illegal dumping or non-stormwater discharges into the system.

Qualifications

Education and Experience: Bachelor’s degree in engineering, landscape architect, construction management, or a related field; and two (2) years of related work experience; or equivalent combination of education and experience. Licenses or Certifications: Valid South Carolina driver’s license. Must have (or obtain within six (6) months of hire) a certification as a South Carolina Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)

Understanding of hydrology; stormwater management practices; local/state environmental regulations (NPDES MS4); Knowledge of Post-Construction BMP practices, methods, operations, and materials regarding stormwater systems.

Proficiency with GIS or inspection software and Microsoft Office, strong communication skills, and ability to read construction plans. Ability to effectively and assertively enforce specifications and regulations in a fair and impartial manner.
