Job Duties

The Opportunity: The Human Resources Director will serve as a key member of the leadership team and is responsible for leading all aspects of the Town’s human resources functions, including talent strategy, compensation and classification, employee relations, and organizational development. This role is central to aligning people, policy, and performance across the organization.

Key Strategic Initiatives This position will immediately focus on several high-impact priorities: • Implementation and long-term management of the 2026 Compensation Study • Managing workforce growth following the addition of 29 positions over two fiscal years • Developing sustainable, data-driven personnel cost strategies • Strengthening performance management systems to drive accountability and results • Modernizing HR systems, processes, and analytics capabilities • Enhancing recruitment, retention, and succession planning efforts

Reporting Relationships: This position reports directly to the Town Manager, supervises three direct reports, and works closely with Department Heads and the Finance Department to support organizational and fiscal objectives.

Qualifications

Qualifications: The ideal candidate will bring a strong foundation in public sector human resources and demonstrated leadership experience. Key qualifications include: • Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field (Master’s preferred) • 7–10+ years of progressively responsible HR experience, including leadership roles • Experience in local government or the public sector strongly preferred • Comprehensive knowledge of employment law, HR best practices, and organizational development

 

 

Pay Info
The Town of Fort Mill offers a competitive compensation and benefits package, including:
-Starting salary begins at $117,525, commensurate with experience
-Participation in the South Carolina Retirement System (SCRS)
-Comprehensive health, dental, and leave benefits
