City Administrator, City of Manning
•Oversee day-to-day operations of all municipal departments. •Coordinate and execute policies and directives established by elected officials. •Prepare and manage the City’s annual budget and capital improvement plans. •Supervise department heads and provide leadership across all city functions. •Serve as the primary liaison between City Council and city staff. •Develop and implement long-term strategic planning initiatives. •Monitor city projects, services, and programs for quality and efficiency. •Ensure compliance with applicable local, state, and federal regulations.
•Prepare and deliver reports, recommendations, and presentations to City Council. •Manage public relations and community engagement activities. •Respond to resident inquiries, concerns, and requests in a timely manner. • Represent the City in intergovernmental and stakeholder relations. •Lead emergency response coordination and citywide crisis management. •Promote sustainable growth, infrastructure improvements, and innovation.
•Master’s degree in Public Administration, Business Administration, or a related field. •10 years of progressively responsible experience in municipal management or a related field. •Strong leadership, organizational, and problem-solving skills. •Knowledge of local, regional, and state government operations, financial management, and public policy. •Excellent communication and interpersonal skills.
Preferred Qualifications • Master’s degree in public administration (MPA), Public Policy, or related field. • Minimum of 10 years of experience managing city budgets, capital projects, and grant funding. • Familiarity with South Carolina municipal laws and governance structures. • Background in community development, strategic planning, or emergency management.
