Business License Official, Town of Surfside Beach
The purpose of this position is to coordinate and participate in the daily revenue collection of Finance department receipts for the Town of Surfside Beach, including business license, hospitality fees, and accommodations taxes. Performs related professional, administrative and technical duties as assigned. Deals directly with the public providing information necessary to obtain business licenses, and payment of fees and taxes as required by State Law and Town Code. This job works under general supervision, independently developing work methods and sequences.
Coordinates the workload of business license office to ensure that all revenues are billed and collected in a timely fashion. Emphasis is on bringing new and renewal accounts into compliance and researching all sources of data to identify new sources of revenue i.e.: new businesses and new owners of rental properties, auditing contractor’s roster cards, etc. Monitors collections of and outstanding payments for business licenses, hospitality and accommodations fees; and reports monthly revenue status to the Town Administrator and Finance Director
Responsible for the enforcement of the business license codes; issues violation notices; gathers and documents evidence of violations; issues ordinance summons; testifies in court Reviews and reconciles various monthly reports of revenue with the general ledger Supervises the annual mailing of license renewal notices Ensures that each new business locating in the Town of Surfside Beach follows proper code clearance procedures and receives appropriate approvals before license is issued Ensures new construction is reflected on Horry County tax roll
High School Graduation or GED equivalent. A minimum of five (5) years’ experience in bookkeeping or accounting, customer service-related position or related experience or an equivalent combination of education, training and experience. Two years’ progressive experience within a business license office. Excellent written and oral communication skills to respond to complex inquiries and answer questions regarding town licensing requirements.
Ability to perform spreadsheet analysis and interpret statistical data, and review federal income tax returns is required and accommodations taxes and subsequent amendments thereto. Mathematical ability to calculate license, hospitality, and accommodation tax fees. Computer skills including Microsoft Office Suite, department-related software, internet and email.
Must possess and maintain a valid state driver’s license with an acceptable driving history. Must attain or possess and maintain the Accredited Business License (ABL) certification. Must attain or possess and maintain the Masters of Business License (MBL) certification.
