Assistant Town Manager - Strategic Initiatives, Town of Hilton Head Island, SC
Strategic Leadership & Policy Shaping: Partner with the Town Manager, Town Council, and senior leadership to shape public policy and guide strategic direction. Lead complex, cross-departmental initiatives from initial concept through implementation while providing executive oversight for assigned departments, programs, and staff.
Complex Partnerships & Development: Structure and negotiate public-private partnerships, development agreements, leases, and contracts. Drive high-impact projects involving economic development, redevelopment, workforce housing, land acquisition, asset management, and risk mitigation.
Innovation & Organizational Improvement: Address community challenges by leveraging technology, financing, and inter-agency partnerships. Guide technology modernization and optimize operations to enhance how the organization functions and serves the community.
Education & Core Requirements: Requires a Bachelor’s degree and 8+ years of related local government experience (or an equivalent combination of education and experience) and a valid driver’s license. Candidates should possess a deep understanding of municipal operations, a strong commitment to public service, and a proven track record of driving momentum on complex, high-visibility projects.
Strategic & Operational Expertise: Brings broad executive municipal experience with demonstrated success in strategic initiatives, public policy, economic/redevelopment, workforce housing, land acquisition, public-private partnerships, and technology modernization. Demonstrates the ability to see connections across policy, operations, technology, and community priorities to solve complex issues.
Leadership & Executive Communication: Serves as a trusted, solutions-oriented advisor and skilled communicator who translates complex issues into clear recommendations, staff reports, and policy discussions. A collaborative, politically aware leader with the judgment to navigate competing perspectives, unite stakeholders, and balance confidence without ego.
