Job Duties

The HR director/risk manager manages the employment practices and compliance, including compensation, employee relations, employee benefits administration, labor law compliance, retirement plans, OSHA and safety training, HRIS systems. Responsible for the recruitment and retention practices of the City; writes and updates job descriptions; posts job openings; participates in interviews and hiring panels; ensures no violations of EEO or discrimination practices in the process.

Interprets and processes employee documentation including insurance, disability, workers’ compensation claims and medical statements, COBRA, retirement benefits, deferred compensation, FMLA, etc. As the risk manager, mediates general liability and workers’ compensation claims with SCMIT/SCMIRF assistance.

Onboarding and orientation with new hire employees and enrolling in the retirement system, insurance benefits, fringe benefits, and ensuring the employee has access to safety and employee handbook, enrolls in ADP Workforce for self-service.

Qualifications

Bachelor’s degree in human resources, business, or public administration, or related field, along with a PHR or SHRM-CP certification and at least three to five years of experience working in human resources with experience in benefits administration, employee relations, and risk management.

Preferred Master’s degree in human resources, public administration, organizational development, or similar, five to seven years working in local government/utility or similar experience, and at least one to two years of related supervisory experience.

Excellent verbal and written communication skills and excellent interpersonal skills; organizational skills and attention to detail; time management skills with a proven ability to meet deadlines; strong analytical and problem-solving skills; ability to prioritize tasks and delegate; ability to function well in a high-paced and at times stressful environment.

Pay Info
$70,000 - $85,0000 Salary Exempt ~ Commensurate with education, experience, and certifications.
