Direct oversight of the Wastewater Services Department (15 employees), including collection system infrastructure maintenance, construction, inspections, GIS functions, and coordination with engineers and developers. Provides hands-on guidance to Wastewater employees and ensures 24/7 availability for operational needs. Leads all hiring, training, performance evaluation, coaching, discipline, and recognition processes for Wastewater Services staff in alignment with JIPSD HR policies. Promotes cross-training, communication, and a positive, professional, team-oriented work environment.

Prepares and manages the annual operating budget, capital projects, grant applications, cost estimates, and long-term equipment/asset planning. Ensures fiscal accountability and submits budget proposals to the District Manager for approval. Ensures adherence to safety policies, OSHA and DHEC regulations, and Emergency Operations Plans (EOP). Actively contributes to organizational strategic planning and implements departmental goals aligned with JIPSD’s mission, vision, and core values.

Qualifications

Bachelor’s degree in engineering (or related field) plus 10 years of relevant experience, including six in progressive supervisory roles. Comprehensive understanding of wastewater system design, construction techniques, electrical principles, and infrastructure standards. Knowledge of OSHA, DHEC, FEMA/NIMS policies. Ability to interpret blueprints, plans, and technical documents. Strong administrative, organizational, and project-management skills. Computer proficiency in planning, scheduling, word processing, spreadsheet, presentation, and database applications.
