Town Clerk Treasurer, Town of Estill
Town Clerk Treasurer Appointed and confirmed by the Town Council. Works under the direction of the Town Administrator. Understands and complies with all duties of a town clerk treasurer for a code town form of government in the state of South Carolina, including, without limitation RCW 35A.42.010. Job Duties Performs a variety of routine and complex supervisory, clerical, and accounting, finance and administrative work involving custody and safekeeping of the Town funds and monies, accounting records, personnel records and public records conforming to Town and State laws.
Essential Duties & Responsibilities involve monitoring actual revenues and expenditures in accordance with the adopted budgets for all funds. Advertise Public Notice of the budget or amendments as needed. Serve as the Purchasing Agent. Serve as the Town Election Agent. Serve as the custodian of the Town seal and affixes its impression on documents whenever required. Supervises the billing and collection of water, refuse and sewer service charges and rates, special assessment charges and miscellaneous account charges. Oversee the updates to the municipal code.
Serves as the treasurer for the Town’s Municipal Court budget, Town’s Volunteer Firemen’s budget and Town’s Police Department Budget. Oversee balancing and accounting of Utility Clerk Cash drawers, fund cash drawers including receipts and cash. Prepare bank deposits as needed. Oversee accounts payables procedures/payments. Prepare payroll and all associated payroll reports. Prepare annual financial reports with accountants, work with state auditors during periodic audits of town’s finance, procedures and policies. Council Support: Attends all regular and special Town Council meetings.
Minimum Education & Experience Requirements: Graduation from an accredited four-year college or university with a bachelor’s degree in public administration, or Business Administration/Management, Political Science or closely related field. Key Skills: Knowledge of South Carolina municipal law, public budgeting, and personnel management. Special Requirements: Must possess a valid South Carolina driver’s license.
