Job Duties

The Town Administrator will serve as the Chief Operating Officer of the town; works collaboratively with department heads to implement policies set forth by town Council and provides leadership in the development of short and long-range plans. Responsible for implementing all Board of Council policy decisions and providing staff in all departments with clear and efficient operating procedures necessary to carry out Board policy mandates.

He or she will have the responsibility of drafting and presenting the annual budget to members of the Council and advising the governing body of financial conditions, concerns, and future needs. He or She will administer the yearly operating budget, capital improvement budgets, and operating grants Submits reports to the Board on the status of the Town's budget. Serves as the approval agent for Town purchases.

Attend all meetings of the Board of Council and all meetings at which attendance is required by the Board. Prepare and provide supporting documents, ordinances and resolutions and other information pertinent to agenda items to accomplish minutes of the meeting. Assist with Zoning procedures and requirements, also Acts as Personnel Director for the Town; hires (with Board of Council approval), evaluates and directs the Town's staff. Monitors the budget and all financial affairs; works closely with Council, Budget Personnel, and department heads to develop a comprehensive program.

Qualifications

The minimum requirements for this position are a bachelor’s degree and at least five (5) years of increasingly responsible professional experience in a municipal administrative role with a minimum of five (5) years of management experience-. work program

Preferred requirements include a master’s degree, experience in budget development and financial management, community and economic development, energy sustainability, business and community engagement, intergovernmental relations, labor and employee relations, and project management
