Human Resources Manager, Town of Summerville
Performs highly complex managerial and strategic work in the areas of human resources, and ensures Town compliance with all State & Federal regulations pertaining to employment. Forecasting human resource needs and advising executive management staff of human resource needs and problems; assisting in developing agency-wide policies and procedures; investigating employees’ grievances and recommending appropriate action; and directing the implementation of a comprehensive human resources program by managing functional areas of the human resources department.
• Supervises department employees: instructing, assigning & reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination, & salary increases. • Provides in-house consulting for Town department heads; provides information to & assists Town supervisors in resolving employee relations & work performance problems in accordance with Town policies, procedures, & laws and regulations. • Advises managers in hiring decisions; reviews salary offers to ensure compliance with pay policies.
• Oversees the administration of Town employee benefits programs, including health insurance, life insurance, voluntary insurance coverages, Worker’s Compensation, etc. • Receives and responds to employee inquiries, concerns, and complaints regarding personnel policies and procedures & department services. • Develops, recommends, & implements personnel policies & procedures; prepares & maintains handbook on policies & procedures. • Ensures Town compliance with employment-related laws & guidelines; provides related training for Town personnel; and prepares & submits reports as required.
Requires a Bachelor’s degree plus two additional years’ coursework in personnel administration, business administration, or closely related field supplemented by two to three years of experience in human resources administration, and one year in a supervisory capacity; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. A Master’s degree and Society for Human Resources (SHRM) certification are preferred.
