Job Duties

ESSENTIAL JOB FUNCTIONS: Records and Elections: Responsible for retrieval, storage and preservation of Council records. Signs and certifies official documents; maintains custody of Town Seal and provides notary services. Handles miscellaneous informational forms; ensuring compliance with State requirements and communication with State Archives Office. Prepares bylaws. Ensures compliance with the FOIA for regular meetings and Public Hearings. In charge of the retention of all official Town records. Maintains an updated copy of the Town of Bluffton Code of Ordinances.

Serves as election officer for municipal elections and staff liaison to Municipal Election Commission. Oversees training for the members of the Municipal Election Commission. Supervise administrative staff assigned to department; conducts performance evaluations. Creates and prepares the Annual Report. Responsible for Town Council Meeting coordination and set up. Prepare and manage budget for Executive and Legislative areas of the Town. Communicate with other municipalities as needed for procedures, meetings, events, etc. Performs other duties as assigned.

Mayor and Town Council. Administers services and programs supporting Mayor, Council, Town Manager, staff and general public. Attends all Town Council meetings and serve as recording secretary; prepares written copies of minutes; ensures approved minutes are signed, posted to the Website and coordinates the swearing-in of new Town Council members. Prepares the agenda for all Town Council meetings, coordinate with staff and IT as necessary to prepare and distribute packets; schedule proposed meeting dates, sets deadlines for and coordinates the receipt of agenda items.

Qualifications

Education and Experience: Bachelor’s degree; and six years of related experience working in local government, or equivalent combination of education and experience. CMC or MMC designation.

Knowledge, Skills and Abilities: Knowledge of the functions and organization of the municipal government. Knowledge of the rules of order as related to public hearings. Knowledge of the Town's Code. Knowledge of standard office procedures, practices and equipment. Ability to research and prepare reports. Ability to express ideas effectively both orally and in writing. Ability to establish and maintain effective working relationships with Town officials, associates and the general public.

PHYSICAL DEMANDS: The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Work regularly requires speaking or hearing, frequently requires walking and occasionally requires standing and sitting; work has no special vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.
