Job Duties

This position requires experience in oversight and compliance of various types of projects to include housing development, economic development, infrastructure, or resilience and mitigation ensuring high quality work is delivered in a timely and efficient manner; must have experience leading projects federally funded by CDBG and preferably CDBG-DR/CDBG-MIT grant dollars and have a thorough understanding of rules and regulations associated with such funding to include state level and local codes and ordinances; and performs related professional, administrative and technical work as required.

Provides oversight of assigned community development funded projects to include CDBG, CDBG-DR and CDBG-MIT grant programs, ensuring program compliance with all applicable program guidelines, laws, regulations, policies, procedures and standards; Assists as needed with monitoring CDBG-DR and CDBG-MIT projects; Manages effective communications and interacts with subgrantee and subrecipient project managers; Prepares and/or review RFPs, RFQs or other procurements to ensure program compliance; Monitors contracts for renewal extension or modification prior to expiration;

Develops and regularly maintains program project reporting for department director; Completes Quarterly Reports for CDBG-DR and CDBG-MIT in DRGR; Monitors program performance and financial projections in accordance with approved grant action plan; Represents the department and City at various local, regional and national conferences and meetings; serves as liaison to other counties, municipalities, state and federal agencies, various boards and commissions, community/professional/civic groups, industries/ businesses, the news media, other professionals and the general public.

Qualifications

Bachelor's degree in business, public administration, finance, accounting, or closely related field; Four years of relevant prior experience; Valid South Carolina Class "D" Driver's License.

Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates; Ability to plan in the sequence of major activities and reporting on operations and activities which are very broad in scope; Ability to lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency; Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry

Ability to perform work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization; Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style; Ability to perform professional-level work.

$61,767.00 - 78,753.00 annually
