Job Duties

Develops and executes a board of director-approved work plan to achieve goals. Plans, directs and manages SCAMPS programs, events, training and technical and other services directly or through Association support staff; Directs assigned support staff, including planning, instructing and assigning work, reviewing work for completeness and accuracy, maintaining standards, coordinating activities, and allocating personnel.

Provides technical support to the Municipal Association's advocacy staff and other partners on legislative and regulatory issues, serves as the principal contact and rep for SCAMPS on all matters involving municipal electric utilities, including investor-owned utilities, electric cooperatives, state and federal agencies or departments. Travels frequently in-state to perform this position's duties and attend conferences, training, workshops, meetings, etc., to maintain knowledge of current issues, trends and technology affecting municipal electric utilities.

Regularly visits SCAMPS utilities to maintain relationships with the utility's elected council or board, the chief administrative officer and the electric utility director to advance SCAMPS' mission and member value. Serves as primary spokesperson for SCAMPS on all issues. Provides oversight and logistical support for SCAMPS' mutual aid program, including coordination with SCAMPS members, members of the Southern States Compact and the American Public Power Association mutual aid program.

Qualifications

Required Qualifications: A Bachelor's degree in electrical engineering, public administration, business administration or a closely related field from an accredited college or university. Five or more years of operational experience at an electric distribution utility. Knowledge and understanding of South Carolina laws and regulations affecting electric utilities o Strong communication, organizational, presentation, and written and oral communication skills.

Preferred Qualifications o An advanced degree or certification as a Professional Engineer o Three or more years of management experience at a municipal electric utility o Experience working with an elected council or board of directors o Demonstrated experience collaborating with electric utility-related external organizations and joint action agencies o Knowledge of the American Public Power Association (APPA) programs and services

Special Certifications and Licenses: Must possess a valid state driver's license.
