Job Duties

Conduct research and compose corresponding memos and reports on local, state, and federal policies, operations, and trends, including recommendations for the City to consider based on best practices and analyses. In relation to an assigned portfolio of departments, advise the Chief Innovation Officer on elements of a quality organization and inform them of areas in need of development. Acts as the city lead for innovation, process improvement, and Smart Cities, in the absence of the Chief Innovation Officer. May lead or participate in meetings and training with senior and executive level.

Assist in the design of and facilitate effective group processes to enhance collaboration, learning, communication, decision making, and strategic alignment in the organization. Assist departments and designated staff in the development and maintenance of statistical databases, data visualizations, and corresponding platforms. Compile and prepare materials for meetings, trainings, events, etc., including agendas, presentations, status reports, surveys, and other relevant materials. Perform in a leadership role in the development of a continuous improvement and high-performance culture.

Lead or Co-Lead training regarding process improvement methodologies, organizational performance management, and general public administration. Coordinate assignments for stats and department support for strategy, data, and process improvement efforts with departmental staff and leadership. Assist in the development and monitoring of departmental performance plans and corresponding metrics, via routine check-ins with clients and collaboration with the City Management team, to ensure the plans are executed to the fullest extent possible while sustaining the overall MBStat program.

Qualifications

Education and Experience: Requires a master’s degree in public administration, public policy, organizational management, or industrial psychology, and a minimum of three (3) years of related experience working with or in the public sector. An equivalent combination of education and experience will not be considered. Experience outside of government and higher education can be taken under consideration if there is a limited pool of candidates, but is not preferred.

Licenses or Certifications: None required. Special Requirements: May require early mornings, evenings, weekends, and holidays as needed.

Preferred Qualifications: Certification or proof of training in Performance Management in Local Government, Lean Six Sigma, Continuous Improvement, Data Analysis, or related fields. Can demonstrate prior work or experience in compiling and preparing reports for the public sector. Experience in the utilization of, or training for, M365 including PowerBi and Excel, Zoho Analytics, Canva, or Mural.
