Compensation Strategy Manager, City of Anderson
The City is seeking an experienced and detail-oriented Compensation Strategy Manager with a focus on compensation analysis to oversee and enhance compensation and classification programs for City employees. The ideal candidate will have a deep understanding of compensation systems, preferably to include the nuances of public sector pay structures. This role is responsible for conducting compensation analysis, ensuring compliance with applicable laws, and recommending competitive and equitable pay practices in line with City goals.
Compensation Strategy & Analysis: Conduct in-depth compensation market analysis and benchmarking for City positions, considering geographic region, public sector standards, and organizational needs. Recommend changes to salary ranges, compensation structures, and pay scales in alignment with the City’s budget and strategic objectives. Analyze internal equity, external competitiveness, and job classification to ensure fairness and consistency across departments. Develop recommendations for adjustments to compensation based on findings from compensation studies and market data.
Job Classification & Salary Administration: Oversee the City’s job classification system, ensuring accurate classification of positions and alignment with the appropriate salary grades. Review and update job descriptions regularly to ensure they reflect current duties and responsibilities. Lead salary administration processes, including annual cost of living and/or merit increases, step increases, and other applicable adjustments. Ensure compliance with applicable labor laws, City policies, and guidelines related to compensation.
Education & Experience: Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field. Master’s degree or SHRM-SCP/CP certification preferred. Minimum of 3 years of experience in compensation analysis or human resources. Experience working within a government or public sector environment, with familiarity with City or municipal compensation policies and salary structures is preferred but not required for consideration.
Skills & Competencies: Strong knowledge of public sector compensation structures, including merit-based pay systems, classification systems, and salary ranges. Expertise in compensation analysis, job evaluation methodologies (e.g., FLSA, market benchmarking), and salary administration. Proficiency in HRIS systems and compensation software tools (e.g., Workday, ADP, SAP). Strong analytical skills and the ability to interpret and present compensation data and trends. Knowledge of labor laws, compensation regulations, and best practices within the public sector.
