Job Duties

The primary function of this position is to assist the public in navigating a project through the permitting, planning, and Engineering processes. In conjunction with this function, this position will assist Building Department and Finance Department. Performs various clerical and planning support functions as required to maintain the Building Department and Finance Department processes. Work involves coordinating building plans and distributing to the correct department, entering data into computer, typing documents and other information, coordinating inspections, issuing business licenses, assisting in calculation and questions regarding business licenses, entering information in computer and filing paperwork, receiving and validating payments for accounts receivable, business license permits, and hospitality tax, and filing and maintaining records for hospitality tax, and answering the telephone. Provides visitors with information needed, directions, etc. Answer incoming calls by providing guidance and assistance, taking messages, providing information, placing calls, etc.; explains the permit and business license process; and assists the public with related processes.

Processes permit applications to include, but not limited to, contract verification, ownership verification, contractor state licensure verification, town business licensure verification. Routes permit applications to the appropriate plan reviewer within the various departments. Sends notifications to applicants and accept payment for permits and licenses. Responsible for accuracy in calculating and recording of all funds entering Building Permit area. Coordinates inspections with Building Inspectors. Proofreads applications in the computer software.

Qualifications

Requires a high school diploma or equivalent with three to five years’ experience in secretarial or clerical skills and service within a local government or similar public contact; or any equivalent combination of training and experience, which provides the required knowledge, skills and abilities. An Associate’s degree or higher is preferred.

Exemplary skill in customer service and dealing with the public. Knowledge of the methods, policies and procedures of the Building, Finance, Planning/Zoning, and Engineering Departments as they pertain to the performance of duties of the Citizen Concierge. Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Knowledge of the organization of the Town and of related departments and agencies. Ability to comprehend, interpret and apply regulations, procedures and related information.

Knowledge of the permitting activity and is able to process permit applications as well as clearly explain the permitting process to applicants and the general public. Knowledge of modern office practices and equipment. Knowledge of proper English usage, vocabulary, punctuation and spelling; knowledge of basic mathematics. Knowledge of how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Knowledge of how to perform duties in a courteous manner and with the utmost integrity in the best interest of the public.
