Job Duties

Directs and manages departmental operations and performance of Building Inspections, Planning, Zoning, GIS, Community Development, and Code Compliance as directed by the City Administrator. Recommends and implements policies, procedures, and priorities necessary to meet departmental and organizational goals, and ensures consistent application of City directives among these departments. Oversees and coordinates procurement activities for assigned departments, ensuring compliance with the city’s procurement ordinances and SC state law.

Serves as a liaison between the City Administrator and department directors, promoting collaboration, information sharing, and effective implementation of citywide initiatives. Supervises, designs, and coordinates special programs and projects as directed by the city administrator. Serves as project manager or staff liaison for various assigned citywide projects. Responds to citizen and Council inquiries related to assigned departments and projects, providing timely, accurate, and professional communication.

Leads and manages special projects and strategic initiatives on behalf of the city, ensuring clear objectives, milestones, and performance tracking. Develops project scopes, schedules, and budgets; monitors performance and prepares regular progress updates for administration, City Council, and stakeholders. Provides coordination among multiple departments, consultants, and contractors to ensure projects are delivered on time and in accordance with City requirements. Qualifications

Bachelor’s degree in political science, Urban Planning, Engineering, or a related field required; Master’s degree preferred, or equivalent. Five (5) years of experience in municipal administration, including supervisory experience, or equivalent. Equivalent of the above-listed education and work experience will be considered.

Must possess a valid South Carolina driver’s license. Certification in Project Management (PMP or similar) preferred but not required. Strong knowledge of municipal administration, zoning, building, and development processes. Demonstrated project management expertise, including scheduling, budgeting, performance monitoring, and interdepartmental coordination. Understanding of public procurement laws, and grant administration. Excellent leadership, communication, and problem-solving abilities. Ability to manage multiple complex projects simultaneously in a fast-paced environment.

Proficiency with Microsoft Office Suite, GIS applications, and project management software. Ability to build and maintain strong working relationships with staff, elected officials, consultants, and the public. Strong knowledge and demonstrated success of supervising department-head level personnel.

Pay Info
Salary range DOQ. Excellent benefits package including 13 holidays, participation in the State Retirement System, the SC Deferred Compensation Plan, and the State Health Plan with the employee’s health and basic dental insurance premiums paid by the city.
