Scott has served as director of advocacy and communications
since 2020 where he oversees all of the Association’s legislative,
communications and outreach functions. Scott joined the Association in 2008
serving as a field services manager and as a legislative and public policy
advocate prior to his current position. Before joining the Association, Scott’s
career included experience as a political writer on Capitol Hill, work as a
human resource and information technology director, as a town manager in North
Carolina and as a city manager in South Carolina. Scott holds a bachelor's
degree in history and political science from Winthrop University and a master's
degree in public administration from George Mason University.
