South Carolina Code of Laws, Section 6-29-1360 specifically addresses the clerk's responsibility pertaining to mandatory training for planning and zoning officials

Orientation Training
The clerk is required to maintain certifications as outlined by the law for all appointed officials and professional employees who fall under the law.

Continuing Education
The clerk at each local government is instructed by law to maintain records of planning officials and staff who successfully complete the mandated three-hours of annual continuing education.

The sign-in sheet, signed by the facilitator, is proof the official or staff member has attended and received three hours of continuing education. The sheet is only valid if it is signed by the facilitator.
