Six Graduate From MCTI


The spring 2021 graduates are: Jessica Barlow, treasurer, City of Columbia; Beth Messervy, town clerk, Town of Summerville; Jennifer Newbold, town clerk, Town of Briarcliffe Acres; Yvonne Nicholson, finance director, Town of Johnston; Lili Ortiz-Ludlum, administrative assistant, City of Goose Creek; and Rosyl Warren, town clerk, Town of St. Matthews.

The South Carolina Municipal Clerks and Treasurers Institute, a program that provides municipal clerks and treasurers with many of the skills critical to their profession, added six new graduates in May.

Graduation from the three-year program requires participants to complete more than 120 hours of classroom instruction on topics such as business license management, accounting and municipal law.

Completion of MCTI satisfies the education requirements for the certifications offered by the International Institute of Municipal Clerks as well as the Association of Public Treasurers of the United States and Canada. Those seeking IIMC’s Certified Municipal Clerk designation also need to complete a capstone project. MCTI is scheduled as six sessions, each taking place over two and a half days. Participants can begin the program at any point and are encouraged to attend sessions consecutively.
