Deputy Engineering & Development Services Director, Town of Mount Pleasant

Position Hours:
Full time, 8 a.m. to 4:30 p.m., Monday through Friday

Job Duties:
  • Oversees the day-to-day operations for building plan review, permitting, and inspections. Oversees Development Review Team activities, as coordinated with the Planning, Land Use and Neighborhoods (PLAN) Department and other departments. Ensures IAS accreditation is maintained through development and administration of appropriate policies, procedures, and training, to include the BID Career Development Program. Responsible for participation and monitoring of the Town's standing in the NFIP and CRS programs.
  • Ensures software systems and associated workflows for development approvals are optimized for use by Town staff and the general public. May be designated by the Director of EDS to serve as the Town’s Building Official to ensure compliance with local, state, and federal regulations and updates. Ensures the operational efficiency of the department to meet increased demands. Meets with Division Supervisors to review work objectives and administration of personnel policies.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Assists with developing and administering the department’s operating budget including the expenditures of funds in accordance with Town guidelines. Assists with preparing and presenting department reports, compiling data for technical reports, and coordinating special studies. Coordinates with other departments and outside agencies as it pertains to the planning and building processes.

Qualifications:
  • Bachelor’s Degree in Planning, Engineering, Construction Management, or a related field and seven years of progressively responsible experience in municipal planning, development, building inspection, or a related field, to include supervisory experience.
  • Special Qualifications Possession and maintenance of the following certifications is required: International Code Council (ICC) Master Code Professional and ICC Certified Building Official. Association of State Floodplain Management Certified Floodplain Manager is preferred.
  • The successful applicant shall be highly organized and strategically plan to maintain and advance the division to the highest professional standards of the industry. They must be able to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.

Pay Info:
Salary is based on qualifications; range $70,239.80 to $91,311.75 annually.
