Budget Director – Administrative Division, Orangeburg Department of Public Utilities

Under the direction of the Department of Public Utilities' manager, position oversees all activities related to budget preparation of DPU's $100-million-dollar budget.
Develops and conducts the annual budget process for DPU and ensures appropriate communication and compliance with other division functions and timelines; provides leadership to the DPU executive team through recommendations for all fiscal and budgetary matters; monitors revenues and expenses for conformance to appropriate budgets; and develops recommendations for adjustments throughout the year
Coordinates detailed financial research and analysis related to the budget, special projects, and other areas as required; monitors the budget/status/ledger reports and revenues thereof; assists project directors and various budgeting entities for submission of accurate and viable budget proposals; coordinates work assigned by the manager; establishes a process-oriented mindset, challenges the status quo, creates efficiencies; and respects all DPU staff contributions
Provides leadership by coordinating the budget process for multiple departments and divisions; facilitates comprehensive and accurate information; provides financial and operational analysis to identify potential opportunities to take advantage of efficiencies and conformance with timeliness in the preparation of budget proposals; reviews, analyzes, evaluates and recommends long- and short-range budget plans for major units of the department and works with division leaders to provide recommendations for fiscal and budgetary matters
- Bachelor's degree in public administration, finance, business management, or a related field required; a master's degree is preferred, supplemented by seven to ten years of related work experience in managing financial and administrative operations in a government setting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job
- Must possess and maintain a valid South Carolina driver's license
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all city or departmental policies, practices, and procedures necessary to function effectively in the position
