Staff reviewed the Minimum Guidelines following this year’s assessments and made the following changes. Please note the difference (italicized) in Item 1 for each program.
For SCMIRF:
(1) Amended the Safety Policy / Statement guideline has been amended to require adoption of the member’s Safety Policy /Statement by resolution of its governing body after every general election. On an annual basis, the top administrative official of each member entity should issue a memo to employees stating the policy adopted by Council and outlining reporting procedures for incidents.
(2) Amended the Job Description guideline to allow credit for those members who include safety as part of the evaluation process.
(3) The Fire Department Accreditation and Law Enforcement Accreditation guidelines will count as bonus guidelines.

Entities with a council-manager form of government may have the manager review and issue the policy. On an annual basis, the top administrative official of each member entity should issue a memo to employees stating the policy adopted by council and outlining reporting procedures for incidents.
(2) Amended the Job Description guideline to allow credit for those members who include safety as part of the evaluation process.
(3) Amended the Firefighter Physicals guideline to include the respirator component as outlined in OSHA standard 1910.134(e). Employees wearing respirators must be medically cleared before commencing use per OSHA standard 1910.134(e). The standard requires the employer to provide a medical evaluation of the employee to make this determination.
(4) The Fire Department Accreditation and Law Enforcement Accreditation guidelines will count as bonus guidelines.

To receive the 5 percent loss control credit for compliance with the SCMIT/SCMIRF Guidelines, members must comply with 80 percent of the total points for each pool program (or 80.8 points out of a total of 101 points for SCMIT and 53.6 points out of 67 points for SCMIRF) as well as have an experience modifier of 1.00 or less.
