FY 2007-2008
If total 1999 annual revenue is $100 million or more, then compliance was the fiscal year beginning after December 15, 2006.

FY 2008-2009
If total 1999 annual revenue is between $10 million and $100 million, then compliance was the fiscal year beginning after December 15, 2007.

FY 2009-2010
If total 1999 annual revenue is less than $10 million, then compliance was the fiscal year beginning after December 15, 2008.

Note: Annual revenue includes only revenues of the governmental and enterprise funds. Fiduciary funds are excluded.
